Heat olive oil in a saucepan over medium heat. Add the diced onion and bell pepper, and sauté for 5 minutes until softened.
Add the garlic powder, paprika, cayenne pepper (if using), and uncooked rice. Stir to coat the rice with the spices and cook for 1-2 minutes.
Pour in the chicken or vegetable broth and bring to a boil. Reduce the heat to low, cover, and simmer for 15-20 minutes, or until the rice is tender and the liquid is absorbed.
Stir in the frozen peas during the last 5 minutes of cooking. Season with salt and black pepper to taste.
Remove from heat and let the rice sit covered for 5 minutes. Fluff with a fork and garnish with chopped parsley before serving.
